Public tenders and procurement

Find tenders for your company.
Prepare the bid with your team.

ContractWIN follows public procurement opportunities and helps you check the requirements in the documents. You choose where to take part and continue with preparing the bid documents, together with your colleagues.

The application is available in Romanian, English and German (German is in beta). The public pages for Romanian contracts, such as the explorer and the guides, are currently in Romanian.

Opportunities from Romania and from international sources

SICAP for Romania, TED for European notices and the German federal notice service for Germany. Coverage and available documents differ from one source to another.

How it works

From a tender you found
to the bid documents

  1. 01

Tell us what the company delivers.

You confirm the fields and follow the notices selected for its profile.

  2. 02

    Check what is required.

You open the available documents, read the analysis and check the quoted passages. You can ask questions about the requirements.

  3. 03

    Decide whether to take part.

You discuss with your team what you can meet and what has to be clarified before preparing.

  4. 04

    Work on the bid.

You start from the tender’s requirements and the company’s information. The team checks, completes, signs and submits the documents.

What you can do

Find, check
and prepare

Find

Tenders that fit the company profile

ContractWIN finds tenders that fit the company profile and brings together the documentation that is available for each one.

Check

Questions, sources and possible blockers

Ask questions and check the sources of the answers. The analysis points out possible blockers before you start preparing; it is not a legal verdict.

Prepare

Bid documents, with the company’s information

Preparing the bid documents becomes easier, and the information the company already entered can be reused.

Sources and coverage

Where the notices come from,
and what is not covered

Coverage depends on the source and on what was published and retrieved. Check the source, the update date and the available documents for the procedure you care about.

  • Romania

SICAP notices, with the public contract history that is available.

  • European Union

TED notices above the EU threshold, read daily.

  • Germany

EU-level notices through TED and the German national service, and national tenders below the EU threshold from the federal open-data service oeffentlichevergabe.de, read every morning.

  • Not every tender and not every document is available. In Germany the documents sit on the buyer’s own e-procurement platform, and some platforms ask for a bidder account before the documents can be downloaded; ContractWIN then shows the tender and the link.
  • German direct awards (Direktaufträge) are not announced beforehand, so no tool can show them as opportunities.
  • Retrieval from German platforms is paced and honours robots.txt.

How to check an explanation

Open the document
behind the answer

When an explanation has a reference, you check the quoted passage and the document it comes from. If information is missing, you see what still has to be looked up before you decide.

  • The reference in the documents

You open the available document and read the requirement in context.

  • The information that is missing

You see what has to be completed or clarified before the decision.

  • The team’s check

You and your colleagues confirm the information and the final form of the documents.

Before you start

What do you want
to know first?

Can I use ContractWIN if I have never taken part in a tender?

Yes. You can start with a search in your company’s field. For a specific procedure, check the conditions in the documentation before you decide whether to take part.

Does the platform submit the bid?

No. Your team checks, completes, signs and submits the bid through the channel the authority requires. ContractWIN helps with the assessment and with preparing the documents.

Are all tenders and all documents available?

No. Coverage depends on the source and on what was published and retrieved. Check the source, the update date and the available documents for the procedure you care about.

Can I see public data without an account?

Yes. The explorer, the public profiles and the guides are available without an account. They are currently in Romanian. Open the explorer

Which languages does the application support?

Romanian, English and German. German is marked as beta until the procurement terms have been confirmed. The terms and the privacy policy are currently available in Romanian only.
